This overview paper explores the current situation of four types of private resources that contribute to [technical and vocational education and training] TVET provision in the seven Pacific Island countries in this study: (1) resources from enterprises; (2) resources from churches or [non-governmental organisations] NGOs, whether local or foreign, largely to support non-profit private TVET providers run by them; (3) resources for TVET as a result of private for-profit provision; and (4) resources from the sale of products or services by TVET providers. Tuition fees paid by private individuals (students, trainees or their parents) are not included in this overview paper.

This paper provides an overview of the development of a technical and vocational training and education (TVET) system in Samoa with reference to its economic and social conditions. The role of both government and private providers of TVET is described and details of programs provided by the Samoa Polytechnic are given. The paper concludes with a summary of constraints on the development of TVET in Samoa and recommended strategies to overcome those constraints.

This regional synthesis report is a result of a collaborative research study conducted in nine countries in the Asia-Pacific region (Fiji, Indonesia, Mongolia, Pakistan, Philippines, Republic of Korea, Samoa, Sri Lanka, and Uzbekistan). It provides current information of the situation of teachers in the region and finds that, if teachers are to meet the education needs of 21st century learners, they require support in their professional development and career options suited to their areas of expertise. The countries were chosen to reflect the diversity of the region, both in terms of geography and education systems. The study focused on the types of career pathways currently available for teachers in the nine countries. It also investigated: how professional development is linked to career progression; the extent to which teachers receive career guidance; incentives used to reward good practice and additional responsibilities; types of promotion opportunities; support provided by principals to teachers in terms of their professional development and career advancement; and the extent to which the issue of gender affected career development.

The country education profiles (CEPs) are a guide to the education systems of over 115 countries and their comparability with Australian qualifications. CEPs contain information about the structure and qualifications of all sectors of a country’s education system, including key points of comparison for assessment purposes i.e. quality indicators, and assessment guidelines for comparing qualifications from the overseas country with qualifications on the Australian Qualifications Framework (AQF). The CEPs are used to inform decisions for a wide variety of purposes including: admission to an educational institution such as a university; employment; migration; and registration with a professional or regulatory body. CEPs are widely used by education institutions, professional bodies, government departments, state and territory Overseas Qualifications Units (OQUs), migration agents, employers, and individuals both in Australia and overseas. The information provided is generally structured around three main sections: (1) Assessment guidelines: what the assessment guidelines mean (contains information that you need to know before using the assessment guidelines); assessment guidelines by sector and their respective institution list; and quality indicators; (2) List of institutions: consolidated list of recognised institutions for the CEP; links to the relevant assessment guidelines page; and where applicable, lists of institutional directories; and (3) Education system: description of the education system by sector, including: admission requirements, courses and qualifications, types of institutions, diagram of education system, grading systems, and teacher education.

Literature scan: unpaid work: a Pacific gender perspective

Pacific peoples in New Zealand are more likely than the rest of the country's population to engage in unpaid and voluntary work. For this reason, this literature scan has been undertaken to identify research published since 2010, on the nature of unpaid work that is undertaken by Pacific Island women in New Zealand. The underlying assumption that we are testing through this scan is that unpaid work undertaken by Pacific women is different to unpaid work undertaken by Maori women, Pakeha women and other ethnic women. Unpaid work has been highlighted as an aspect of wellbeing that is difficult to assess and account for in the way our economy counts 'things of value'. This initial work is also intended to contribute to these ongoing discussions on the measurement and value of women's work.
We completed a broad literature search of electronic databases to identify research published between 2010 and 2018 relating to unpaid work undertaken by Pacific women in New Zealand. Literature searches were conducted to identify relevant documents available from both government and non-governmental sources. Key words were used in order to find literature published from 2010 to 2018. Key headings included: Unpaid work undertaken by Pacific peoples in New Zealand; Time use in New Zealand - with a focus on information regarding Pacific peoples; Quantitative research on unpaid work by Pacific peoples; Qualitative research on unpaid work by Pacific peoples; and Pacific women and childcare.
On completion of the literature scan, five 'reports' were identified. These reports contained qualitative research surrounding unpaid work undertaken by Pacific women or information surrounding the values and cultural expectations that drive Pacific engagement in unpaid work. The report A Qualitative Study into Pacific Perspectives on Cultural Obligations and Volunteering (Tamasese, Parsons, Sullivan, & Waldegrave, 2010) was included as one of the five pieces of literature. Within this report, Tamasese et al. presented case studies of six separate Pacific nations' volunteering experiences. The six Projects of Pride covered Tokelau, Fiji, Niue, Tonga, Cook Islands - Atiu and Samoa. These case studies have been included in the literature scan.
There were three key themes identified across the literature scan that fit the criteria of the review: (1) Use of the word 'volunteering' - Across all the literature, unpaid work that benefits family or the wider Pacific community is not defined as 'volunteering' by most Pacific peoples in New Zealand. Cultural obligations, as expressed through reciprocal relationships and values such as service and generosity, are preferred terms; (2) Pacific peoples carry out more unpaid work than the rest of New Zealand's population - This literature scan shows that Pacific peoples living in New Zealand undertake more unpaid work than the general population. Activities such as household work (e.g. cooking, cleaning, and gardening) were the most common type of unpaid work undertaken. Pacific peoples are also more likely to care for an individual who is ill or elderly than the rest of the New Zealand population - with Pacific women taking on the role of carer more often than men. Unpaid care work makes up a significant portion of the unpaid work Pacific women engage in; and (3) Breakdown of ethnicity more common than breakdown of gender - It was more common for there to be data available regarding ethnicity of participants than the gender of participants in studies regarding unpaid work in New Zealand.

The Australia Pacific Training Coalition (APTC) is a major Australian government foreign aid initiative that commenced in 2008, that has spent over $350 million, and that has turned out over 15,000 graduates with Australian qualifications. Analysis of graduate tracer surveys shows that employment outcomes for APTC graduates looking for a job (job-seekers) have worsened markedly over the last decade. Graduates from each of the seven Pacific countries for whom there is sufficient data show worsening outcomes over time. Employment outcomes have worsened in part because APTC has changed the composition of courses it offers towards qualifications with weaker employer demand, but mainly because of the falling demand for the trades and hospitality qualifications it has offered since inception. There are worse employment outcomes for female APTC job-seekers. Our analysis suggests that concerns about brain drain are overblown. We suggest the APTC adopt a greater focus on promoting international migration opportunities to improve employment outcomes for their graduates, a more demand-led approach to student admission and course selection, and a review of the quality of graduates.

This cross-country overview paper of TVET financing in the region brings together the results of the seven country studies (Fiji, Kiribati, Papua New Guinea (PNG), Samoa, the Solomon Islands, Tonga and Vanuatu) and related work undertaken through the project 'Research into the financing of technical and vocational education and training (TVET) in the Pacific'. This overview paper addresses the following areas: (1) sources of TVET funding; (2) how funds are spent, and with what outcomes; (3) financing mechanisms currently used, and their strengths and limitations; and (4) other financing mechanisms that could be considered to achieve policy objectives.

This two-year project, a collaboration of QED Associates, Manukau Institute of Technology (MIT) and Alkimi Consulting, was undertaken to collate and share information on a proven integrated vocational training model that has successfully met the training needs of diverse groups or learners and employers. The main aims were to develop a benchmarking resource and evaluation tool, and provide a training resource to better meet the vocational training needs of providers in the Pacific or other student groups and employers training and working in New Zealand. The report consists of the summary of findings from the previous projects, a draft OLA training package, a summary of stakeholder feedback and consequent changes to the model and the results following the completion of two pilot programmes. The accompanying manual is designed to resource managers, lecturers and administrators to deliver OLA as part of Floristry training at MIT. It includes the gap analysis findings that were based on best practices identified through OLA Tikanga.

While there has been rapid progress in expanding access to education in the East Asia and Pacific region during the last two decades there is no cause for complacency. Significant pockets of children are not in school, and large groups of children are vulnerable to economic shocks and large scale social change. Education systems play a key role in building healthy economies and societies. The 21 World Bank clients discussed in this publication face a range of challenges to ensure access to education and to provide students with an education that will help them cope with and create changes in labor markets and social structures in which they live. Issues of time for learning, teacher skills and teaching practices, curriculum coverage and textbooks and materials are especially important.

The East Asia and Pacific (EAP) region is very diverse and there is a wide range in the extent to which firms across these countries identify the education level of their work force as being a major constraint. However, developing skills, including vocational and technical skills, and enhancing employability are clear strategic objectives in the EAP region. Countries in the region face strong pressures to expand their technical and vocational education and training (TVET) systems and enhance their quality, while also facing spending pressures on basic and higher education. As this demand increases, the need for sustainable financing for TVET becomes more urgent; this is not only about ensuring that sufficient and predictable revenue streams exist to fund training programs, but perhaps just as importantly about how financing mechanisms themselves can be strongly linked to achieving policy objectives of making TVET systems more accessible, equitable, efficient, demand-driven, responsive and relevant.
